These rules set out the procedure for electing a PROSA Union Representative (TR) at a public sector workplace.

PROSA/Public Sector Rules for the Election of Union Representatives and Deputy Union Representatives

§1

The election of a Union Representative (TR) takes place at an election meeting open to all employees covered by the PROSA collective agreement. The meeting is convened by the current Union Representative.

Section 2

If there is no Union Representative at the workplace, PROSA will organise the election meeting in cooperation with an employee.

Section 3

The election meeting must be announced at least one month in advance. Candidates wishing to stand for election must notify PROSA no later than 14 days before the election. The list of candidates must be circulated to all employees no later than one week before the election takes place.

Section 4

Postal voting and/or proxy voting may be permitted. If either option is available, it must be stated in all election communications.

§2

The Union Representative and Deputy Union Representative are elected for a two year term.

Section 2

The term of office may vary where provided for in the constitution of the local workplace club.

Section 3

Union Representatives and Deputy Union Representatives may stand for re election.

Section 4

If a Union Representative or Deputy Union Representative leaves office during the term, a new election must be held as soon as possible, provided there are more than three months until the next scheduled election. The person elected serves only for the remainder of the original term.

§3

Only employees who meet the following requirements may be elected as a Union Representative or Deputy Union Representative:

  • Have been a member of PROSA for at least three months.

  • Do not hold a managerial role in relation to other PROSA members at the workplace.

Section 2

A Union Representative can only be approved by PROSA if they receive at least half of the votes cast.

Section 3

The chair of the election meeting is responsible for notifying PROSA of the election of the Union Representative and Deputy Union Representative at prosek@prosa.dk.

§4

PROSA's Secretariat will notify the employer's management of the election of the Union Representative and Deputy Union Representative.

§5

If a majority of PROSA members require the Union Representative to step down, PROSA will convene a meeting of the PROSA members at the workplace. If a majority still votes against the Union Representative at that meeting, PROSA will arrange a new election.

§6

These rules may only be amended by a decision of the PROSA/Public Sector Annual General Meeting under submitted motions. Amendments are adopted by a simple majority.
